Paper should be a minimum of four-pages (double-spaced and 12-point font) and should follow APA formatting guidelines.
In your previous reflection papers, you have been given the opportunity to informally evaluate your practicum site. Reflection paper #1 focused on the program reach of your site and their ability to reach underserved populations. Reflection paper #2 focused on taking a closer look at the roles of public health practitioners at that site and the training required to fulfill that role. In this paper, you are going to have the opportunity to practice a bit of what you learned regarding process evaluation to plan a formal evaluation of your site. Note: You will not actually conduct the evaluation, but rather will plan the evaluation. Thus you do not need to worry about collecting data for this assignment.
Your paper will have three main sections including:
I. Please provide a brief summary of your practicum site (name, purpose/mission) and the roles you were able to fulfill at the site.
II. Next, answer the following questions to complete a Logic Model and plan a Process and Outcome Evaluation for the site:
1. What are possible INPUTS (concrete things that could allow the program to be implemented) for this program? Example: personnel (number of workers/types of workers), resources (building space, medical supplies, office supplies), funding (what type of funding?)

This is a team effort. Individuals or the team will be invited to present their findings to the client in person (all expenses paid)! It is important that we put our best efforts into the following:
Overview
A current strategic initiative of a large non-profit relates to engagement with the African American (AA) population, even more specifically with AA affluent donors. The Director of the Gift Planning department (The Director) has contacted you to perform analysis in this area.
The project includes analyzing data from the most recent U.S. Census regarding the AA population with the results of providing recommendations. These recommendations could include stratification of the data across certain segments and/or possible opportunities to engage with these donors in innovative methods.
The project requires you to use public data published by the U.S. Census (and no private donor data and records).
High-Level Requirements/Problem Statement
The Director wants to increase the non-profit’s imprint amongst African American affluent donors. The U.S. Census defines affluency via income brackets. The non-profit stratifies the Gift Planning donor base as income levels of Mid-level ($100K-300K), Upper Level ($300K or more). The Gift Planning department specializes in donors that have the potential to give $2,500-$24,999. This project is designed to offer insight into how to engage more with that population using data to drive those initiatives.
The recommendations should include:
How does the U.S. Census stratify AA wealth? What communities through the U.S. have the highest concentration of African American affluent donors?
What groups/segments of the AA community does the U.S. Census include/suggest are AA affluent?
What does the data tell us about AA Households in the U.S.? Have there been new trends? For example, but not limited to:

Deliverables

Public Policy Analysis: Proposing Solutions

Policy analysis is the study of public policy concern and the development of a solution to the public policy concern. Public policy analysis borrows from rational decision making. According to Michael Kraft, in rational decision making, “one defines a problem, indicates the goals and objectives to be sought, considers a range of alternative solutions, evaluates each of the alternatives to clarify their consequences, and then recommends or chooses the alternative with the greatest potential for solving the problem” (Kraft, 2018). According to Kraft, Public policy analysis contains five steps:
Step 1: Define and analyze the problem.
Who, what, when, where, and why is there a public policy problem?
Step 2: Construct policy alternatives.
What are the possible, public policy options?
Step 3: Choose evaluative criteria.
How do we evaluate the possible, public policy options?
Step 4: Assess the alternatives.
Which alternatives are better?
Step 5: Draw conclusions.
Which public policy option will you choose?
The Centers for Disease Control has an excellent resource on how the institution practices policy analysis.
A key component of public policy analysis is proposing solutions for the public policy concern. Once one identifies the problem then one can offer possible public policy solutions.
Alice Paul’s suffragist activism is an example of proposing solutions for the public policy concern.
The Quaker Alice Paul (influenced by her time with the British suffragettes) was more aggressive than the more demure advocates of women’s suffrage in America. Her group, the Congressional Union and National Woman’s Party, often came into conflict with women who were frightened by the bolder tactics of Paul and her supporters. Paul argued for a constitutional amendment (as opposed to the approach focusing on state action) to guarantee women the right to vote. Paul and her supporters utilized civil disobedience by protesting outside the White House, imploring President Woodrow Wilson to support suffrage for American women. She was arrested and while in jail Alice Paul started a hunger strike, but prison officials forcibly fed her. Even with that, Alice Paul would not back down, and she continued to agitate for what eventually became the Nineteenth Amendment to the Constitution (Kraditor, 1965).
